This policy directive shifts the focus of road safety from correcting human behavior alone to designing a safety-net system that prevents crashes from resulting in fatal or severe outcomes.

The Cyprus Traffic Code sets strict behavioral mandates and penal codes, backed by a nationwide automated photo-enforcement safety camera network monitoring speed, red-light crossings, and phone use.

- Blood Alcohol Concentration (BAC): Breath limit is capped at 0.22 mg/L for standard drivers. A near-zero limit of 0.09 mg/L applies to novice drivers (first 3 years), motorcyclists, and commercial vehicle drivers.
