Heavy Vehicles and Peak Hour Traffic: Balancing Safety and Supply Chains with ITS

A recent highway collision, in which a passenger vehicle was struck from behind by a heavy truck, has reopened a debate we have had before: should heavy goods vehicles (HGVs) be kept off Cyprus's highways during peak commuting hours?
I think the underlying instinct is right. But I also think the debate, as it currently stands, skips the one question that actually decides whether the policy works: how do you enforce it on an island this size without strangling the supply chain that keeps the island running?
The physics is not in dispute
The Safe System approach — the foundation of Road to Zero Cyprus — starts from a simple premise: people make mistakes, and the system has to be designed so that a mistake does not have to be fatal. Mass is not negotiable in that design. A laden HGV weighs many times what a passenger car weighs, and needs a correspondingly longer distance to stop.
Put that vehicle into the stop-and-go conditions of a Cypriot morning or evening peak, mixed in with the small, human misjudgements that dense traffic produces constantly, and a moment's delayed reaction transfers an amount of kinetic energy that a car's structure was never built to absorb. Separating heavy freight from peak-hour commuter traffic is not a novel idea; it is a well-established way to cut the number of collisions that turn into fatalities.
Europe already does this
Restricting HGV movement to protect other road users is standard practice, not a Cypriot experiment. Germany, France and Austria all restrict truck movements at weekends and on public holidays; Greece does the same. The point of these rules is exactly the one above: keep the heaviest, least forgiving vehicles off the road when it is at its most congested and the people sharing it are most exposed.
The EU's 2021–2030 Road Safety Policy Framework is built on this same Safe System logic — safer infrastructure, and protecting the road users least able to survive a collision with something much heavier than they are. Temporal separation, keeping the biggest vehicles off the busiest roads at the busiest times, is one of the clearest, cheapest expressions of that principle.
Cyprus is not mainland Europe, and pretending otherwise would be dishonest
Here is where I part company with a simple copy-paste of the European model. Germany and France have railways that move freight in parallel to the road network, and multiple arterial routes between any two points that matter. Cyprus has neither. Almost everything that reaches this island by sea comes through the ports of Limassol and Larnaca, and from there it has one practical route inland: the A1, A2 and A6 motorway network.
A blanket ban on HGVs during the morning and evening peaks would not just be inconvenient — it would back up freight at the ports, delay the delivery of everything from fuel to fresh produce, and put real strain on an economy with no rail alternative to fall back on. A policy that ignores that reality will not survive contact with it, and a safety measure that collapses under its own impracticality does more long-term damage to Vision Zero than no measure at all: it teaches the public that safety and the economy are enemies, when they do not have to be.
So the honest position is not "ban trucks at peak hours." It is: manage them, precisely, with technology that can tell the difference between a truck that has to be on the road right now and one that does not.
This is exactly what ITS is for
A peak-hour HGV policy that depends on a police officer standing at a junction, or a static sign nobody reads twice, will not hold up under Cypriot traffic volumes. It has to be built and enforced by Intelligent Transport Systems, because ITS is the only tool that can apply a rule at the precision a supply chain needs.
Three things I would actually build:
- ANPR enforcement at the on-ramps. Automatic number-plate recognition, tied to a digital geofence around the peak-hour window, can let permitted and essential vehicles through — fuel tankers, refrigerated trucks carrying perishable goods — while holding back everything that can legally wait an hour.
- Dynamic routing through Variable Message Signs. VMS linked to live traffic data can redirect heavy vehicles or drop their mandatory speed before they reach the back of a queue, rather than after they have already become part of it.
- Weigh-in-motion sensors on the network. An overloaded HGV brakes worse than a legally loaded one. Embedded WIM sensors can flag and remove the vehicles most likely to fail exactly the manoeuvre — an emergency stop in dense traffic — that this whole policy exists to make survivable.
What I would actually do
Every collision on our roads is preventable, and the instinct behind restricting HGVs at peak hours is sound Safe System thinking. But turning that instinct into policy without paralysing trade means investing in the infrastructure to enforce it precisely, not broadly. Cyprus already has the traffic4cyprus platform and the National Access Point as a starting point for exactly this kind of real-time, rule-based management.
Build the ANPR, the VMS network and the WIM sensors first. Then the peak-hour restriction stops being a blunt instrument that either strangles the ports or gets ignored, and becomes something closer to what Vision Zero actually asks for: separating the vehicles that can kill from the people who cannot survive them, precisely, and without pretending Cyprus is a country it is not.
